Out of State Tuition Waiver These forms are designed to declare an individual as an INSTATE RESIDENT in the eyes of Jacksonville State University. This will eliminate the out of state tuition cost of a student at JSU. Please read each document carefully. There are 14 items on these forms. You most certainly do not need to qualify for all 14. However, the more items you DO qualify for, the better your chances of receiving instate status. Typically a student will obtain the following for instate status: 1) Alabama or GA Border County Driver license or AL state ID 2) Checking or Savings account in Alabama or GA Border County 3) Hunting or fishing license in Alabama or GA Border County 4) Voter registration in Alabama or GA Border County
